Combating Illegal Dumping in Hunting Park–East Tioga

Illegal dumping has long plagued the Hunting Park–East Tioga community, threatening public health, safety, and neighborhood pride. Now, North10, Philadelphia is taking bold, community-driven action to fight back. 

With a new multi-pronged initiative, North10 aims to significantly reduce illegal dumping across the neighborhood by January 2028 through a strategy focused on prevention, education, accountability, and community partnership.

Our Approach

This initiative targets known dumping hot spots, including: 

  • W. Pike Street & 13th Street 
  • W. Pike Street & Old York Road 
  • Hutchinson Street & Tioga Street (three-way intersection with 9th Street) 
  • Hutchinson Street & Ontario Street 
  • Two underpasses on Hutchinson Street beneath the train tracks 

At each location, North10 will install motion-activated lights, bilingual signage, and public trash receptacles to deter illegal dumping in real time. Residents will also have access to a voucher to a local waste recycling & recovery facility, where trash can be disposed of legally with no barriers, to help eliminate the need for unlawful dumping.
This effort builds on the success of North10’s Neighborhood Promise Program (NPP), which has already transformed over 1 million square feet of formerly blighted public space into clean, safe, and welcoming areas for the community.

Additional components of the initiative include: 

  • Hosting 20+ neighborhood meetings to raise awareness and gather input 
  • Coordinated bulk trash disposal events and outreach campaigns 
  • Real-time reporting and maintenance from North10’s daily cleaning crew 
  • Collaboration with schools and neighborhood groups to educate youth and families 

“Clean streets and green spaces aren’t just about appearances—they’re about public health, dignity, and a sense of safety and belonging,” said leadership at North10. “This initiative reflects our commitment to addressing the root causes of illegal dumping and empowering our community to protect and take pride in our shared environment.” 

The project is expected to directly impact over 6,300 residents, helping restore neighborhood morale and set a new standard for community-led environmental care in North Philadelphia.
